emerging economies, UP is ranked by THE as #87. UP is not going UP; UP is going

Yes, in the Philippines, UP is Number One when it comes to Instruction;
and yes, it is Number Wan when it
comes to Research and Extension. Personally, I'll grade my
alma mater Excellent (1.0) when it
comes to Instruction; I'll grade it Failed
(5.0), at best Conditional (4.0)
when it comes to Research & Extension!
In the above image, on that section enlarged &
superimposed, you see 2 bases for THE ranking: Research (30%) and Citations
(20%), which totals 50%. In my analysis, these are the 2 areas where UP Needs Improvement. Much!
Citations (research influence) –
Logic: You cannot have technical papers cited unless published! UP Diliman itself is a good example of a bad example: UP Diliman is a laggard when it comes to publishing technical journals – it publishes only 4 times a year, and even in that it lags behind its own schedule! How can Science Serve the People when it doesn't come out?

And: There are no publications from UP Diliman that are
rated world-class, or included in the elite list popularly known as ISI – now ISI Web of Science/Web of Knowledge.
I know 2 from Los Baños, the Philippine Agricultural Scientist (published by UP Los Baños) and
the Philippine Journal of Crop Science, PJCS
(published privately and based at UPLB), both journals being ISI – I know
personally because I helped both achieve that exalted world-class status. With PJCS,
i was Editor in Chief and at the same time desktop publishing genius.
For Citations, UP gets 5 points only.
Research (volume,
income and reputation) –
Never mind Income and Reputation, but UP can hardly be credited for Research if it is hardly publishing, right? That is why the UP System cannot rise to the top of the world in higher education.

As an Author's Editor,
